Honduras: Sons of Misfortune

If the opinion of an artist that has dedicated his life to writing novels and theater has any value in moments of political crisis, I raise my pen and voice to speak in the name of sanity, peace and dignity.

The recent events that our country is undergoing has presented Honduras to the world as "A country of anarchy, that violates laws and international agreements". This inevitably requires us to take a coherent posture on the subject.

Now more than ever, all of us who at some point preferred to keep silent and abstain from the politiac circus, must take action. What is occurring in the the streets of our cities will move into our homes and jobs.

It is naive to think that this crisis will vanish by itself. Experience has demonstrated that those who disturb public order, are also tireless, and are willing to risk more than can be risked when seeking peace and common good. This is the very reason why our actions should not be focused on reasoning with people who spend their time trying to promote chaos, but instead, our cause should be to voice the wishes of the majority.

Seven Million silent people can be easily beaten by a noisy minority. I tell Honduran Citizens, we must manifest openly and bravely in favor of the biter decisions taken by our congress on the 28th of June, 2009 or we will give the impression of not standing firmly behind our authorities.

Although we are not completely sure about the proceedings that led to the destitution of our ex-president, Manuel Zelaya Rosales, being the best, it is our civil duty to spread the word and proclaim our absolute agreement with the spirit of these actions. Otherwise the uncontrolled abuse and irresponsibility of a man that betrayed his own people to follow orders from a Regional Ideological Project that is clearly incompatible with the sovereign principles of an independent country, will continue to sink our country.


Judging by our actions, the immense majority of the Honduran population has accepted the need to intervene against the populist tyranny orchestrated by a barley sane Mel Zelaya. His actions on the edge of both legality and logic. Never the less, this "Majority" lacks presence and credibility, because our participation has been limited to public whispers and private anger. Cherishing comprehensible shyness, as though we believe that public freedoms and guarantees should be kept only by heroes and martyrs and not by the direct beneficiaries of a democracy. Now, while a minority of non-conformists takes the streets to voice impertinent and chaotic proposals, millions of compatriots rush out of their homes, rasing their face and voice to declare to the world, we had no choice.

That this country, with its defects and poverty, had to take an extreme measure to avoid humiliation. Only those who have not lived in Honduras over the past three years, could act in defense of a man who did not rest a minute in the sickening task of installing a system based on personal ideas and ideologies that are not to our liking. A man who first used the democratic channels to reach the power, taking his presidential term as the "unique opportunity" to usurp the traditional institution and mock his compatriots.


More than a million liberal voters went to the polls in November 2005, we assert our right to legitimize a civic duty, a president, we acted to guarantee a peaceful transition in accord with law. We put our government in the hands of a supposedly decent candidate, radiant and full of hope. What we received in return? A nation in anarchy, grim and full of fear - and now - the rest of the world, feeling threatened by a "surprise coup" rushes to judge from distance realities that are unknown to them.

The world does not know that Zelaya received a government in which the country's external debt was virtually gone. Has the Paris Club forgotten the waiver and relief managed by Ricardo Maduro and Cardinal Rodriguez under the HIPC?

The world does not know - or pretends to to have forgotten - that from 1990 until 2005, all countries and global banks forced governments to invest money in strengthening the judicial system, the reduction and specialization of the bureaucratic apparatus, decentralization and municipal development funds, especially those intended for the Fight against Poverty (ERP).

World Bank disbursements were for the past 15 years subject to compliance with obligations regarding the timely operation of the basic tasks of government and - although the world did not know - the day that President Zelaya received presidential power, Honduras had Consolidated a hardly credible and functional establishment; the country was ready to begin a period of prosperity and economic growth. This boom in economic growth was the bait used by the former chief executive to gain support. He misled with impunity.

Everyone, even myself, believed that progress can no longer be an illusion if the new Government assumed the responsibilities and tasks that made common sense, but what happened? We were cruelly betrayed and frustrated by an individual who is not only separated from his most basic obligations, but - with premeditation and treachery - caused the progressive collapse of all institutions of government.

At the moment the country is economically crippled, it does not have sufficient resources to correct the continued looting of a ruler who was devoted to the squandering of public funds. Each day, the House of Government emitted funds and economic gifts that where absent of safe destination and waste became a personal "state policy" of apparent unlimited funds. Everything, with the approval of a cabinet that will never be accounted accounted for, an accomplice that never adhered to the procedures of law.

The world does not know that all development programs are collapsed and that the tax arrears have no name. Manuel Zelaya did not adhere to any legal limit in budget use and that the country must be practically rebuilt from administrative level. On top of all these insults and misfortunes, he made of the Government House a collection center for propaganda and illicit ties, with dangerous leaders of the Venezuelan government and seemingly unsatisfied with the calamity caused, believed the entire country would stand still while getting ready to perform the maneuver to legitimize his evil tyranny, only obey the mandates of Hugo Chávez.

Fortunately, Honduras has a dignity that has allowed minimal time to react. This is not new, but it seems that the world has forgotten. We, in our poverty and our humility, have never been carried away by the "revolutionary dementia" of a self proclaimed leader who has act outside of morality or ethical credibility.

Sin haberlo programado, somos el primer país que le pone un freno directo al colonialismo ideológico de un tirano abusivo que aparentemente nadie desea enfrentar: Hugo Chávez Frías.

Hondurans: we never would have realized the international blindness had we not dared to stop the "Ideological Project" that was brewing in our noses. Without meaning to, we are the first country to put a stop to direct ideological colonialism, making a stand against an abusive tyrant who apparently nobody wants to face: Hugo Chávez Frías.

This is the "blatant interference" of a sick dark ruler who trusts international naivety to humiliate those Latin American countries that he feels are helpless. In the past (1980) we had a strategic alliance with the United States to stop the aggressive infiltration of commandos who tried to disrupt our humble constitution. Since then Honduras clearly established role, through political and geographical coverage in respect to "imported, Marxist-inspired, political models " who have never been associated with our interests or specific needs.

Today, for reasons unknown, the United States gives carte blanche to the rampant abuse to Chaves, a man that seems not have a minute to run his own country but does have the time to engage in open shamelessness, on problems, conflicts and determinations of countries like mine, a country that does not know this subject so thoroughly as I know. A country that does not have the climate or the will to participate in the campaigns of this insane nonsense, promoted by a patriarch of Latin America that has turned Venezuela into a platform for deranged ambitions and careless and irresponsible promotion of conflict.
So what to do ...

First, the time is now to go out into the streets and tell the world that we do not want the return of an ineffective ruler, traitor, who takes abusive advantage of the confidence given to him by the people, to develop slogans that do not represent our interest...

We do not want the return of a man who has allied internationally to harm, to stifle and discredit all those who put him in power through the democratic process.

We do not want the return of a man, a liar, who has not had the honesty to confess in the international forum, the reasons for which we have removed from office, an office we honored him with almost 4 years ago.

Has a country ever removed a leader because he was too good?
If the UN, OAS or any relevant international body, insists on emotionally and irresponsibly defend an individual who has been disowned by an entire people, then what is the reliability that these organizations have for a people who have been humiliated, looted and continuously abused by a guy who carried his sickly Personal levels of intolerance and arbitrariness? Are we to assume that these bodies were created to protect the tyrants, the opportunistic and irresponsible? ... If this is so, Honduras is now one of the most heroic countries of Central America. This does not surprise us because here, being clear and true to our beliefs is part of our history. (Google Francisco Morazán, the defense against William Walker, Our fraternity in the Mich Disaster, our resilience during the Cholera Epidemic, our perseverance and firmness during the 80´s). Arias and Ortega, remember: ... we are the the same people who gave birth to Morazán.
This is a heroism that we have not sought, it is a circumstantial heroism amidst international panic caused by not recognizing that in Latin America in the beards of all - a violent, irrational, disrespectful and abusive politic evil is developing. It is true that we are a small country, and even poor, but that does not mean that we are unable to lift our chest and raise our voices to defend ourselves from a tyrant, who shouts insults at the entire world, a world where most countries seem to duck their heads.

In short ...
We do not want the return of a stateless person who has been unable to repent and apologize for all the wrongs caused to people, people who now must not only deal with the economic calamity caused by bad government, but must overcome the threats orchestrated by a world that has lost their sanity, reason, decency and courage.

We do not want the return of a man who made us go back thirty years to begin again from scratch. At this time, bitter and painful, all Hondurans remember the hardships and stress of the eighties.

Those dark years have been revived in our minds, times of curfews and persecution. I never thought the day would come where I had explain to my young children the meaning of words so horrendous as "strikes", "shock", "state of siege" and "evils of mass media"... for all Hondurans this was a language of the past and never imagined that when depositing our vote for an illiterate irresponsible president, a pact was sealed with a subject whose setback caused the ruin of a country that had taken some firm steps in consolidating its young democracy...

If despite these clarifications, the international agencies are determined to punish us, then the tasks that remain for our peoples are truly painful. Yet we must assume, that this time must be for leaders to encourage alternatives. We must make a single stand against this unbearable nightmare.

A year ago, I did not see anyone smiling, after the forced removal, the population regained its usual smile. It would be naive of us believe that the militias - insulted without cause and discredited without reason - will be able to cope alone with the onslaught of an international alliance that shows no signs of seeking the truth. It's time for our small and humble people stand with courage in the face of threats and provocations of this abusive invader called Hugo Chávez, who wants to trample the dignity of all peoples eyes to a world that has become incapable of fight for democracy and freedom.

Therefore ...
We do not want the return of an irresponsible man who dishonors friendship, appreciation and that trust that given to him in the polls.
We raise our complaint and our alarm to the whole world and tell our fellow countrymen:
Time to unmask the tyrants and abuse, it's time to show who is behind the short sited rioters led by the irrational. Who has taken advantage of short sited and alarmist news chains. There is an entire people, respectful, sensible, decent and courageous, in Honduras.


The international community should:
We ask and demand a responsible thorough investigation on all the events that led to the dismissal. (...)
Honduras in recent decades has shown a sincere interest in the establishment and adoption of democratic rules, but this does not mean we have lost the notion of what is an abusive, humiliating and arbitrary. The free self-determination of peoples, not only to respect the legal framework governing public conduct but also defend the ability and the right taking wise measures when circumstances offer options that only beyond the legal dogmas.

Perhaps our decision to harshly depose a government, does not seem "appropriate" to international observers. We know perfectly that in America, the United States, Ecuador, Argentina and Costa Rica and in almost all countries of the world have, times have dramatic circumstances in which "removal of a trustee" becomes urgent and non-negotiable.

And the basic fact of this crisis is one that should be clear: we do not want to Manuel Zelaya as president of our country. What then should be the position of the UN or the OAS when people shout from the rooftops that they no longer supports an agent?

At this time all the people of Honduras are amazed at the laziness, superficiality and lightness with which the international agencies and organizations have taken a problem that we know all too well. Without investigating the facts, Is that the treatment given to the people who bravely defend freedom and democracy? Is this the treatment they deserve? People who are still able to fend off the anarchy and tyranny?

Can we trust our fate and our future national homeland to a few international organizations that defend who ever seems more convenient at the time?

Probably time to revise in depth the meaning and purpose of all international organizations that "theoretically" ensure the welfare of the world. Perhaps this act of courage is required, in a remote and poor country like Honduras, to give clarity to powerful and the rich countries, to assess and review the functioning of these organizations and agencies.

From the comfortable vision of decaying organizations that do not show interest in truth or justice, it seems offensive to acknowledge that a humble and desperate people will grab anything not to sink into tyranny. Why do they ignore our a serious distress signal.

For Barak Obama, Oscar Arias, Felipe Calderón and Miguel dull it is very easy to simply say "this is illegal" but one wonders, what are "Good Manners " when dealing with apathetic organizations?
Reports of economic and political deterioration have been numerous since Zelaya´s government took power, we all know the neutrality of news agencies worldwide. It is not fair that the OAS and the UN claim ignorance about the conduct of an individual whose outrages are universally known. (...) its scary how close this looks like a conspiracy to discredit and destroy Regional supranational institutions that supposedly defend the integrity of the free nations.

Mel Zelaya is the same man who has publicly applauded the speeches, hostile and erratic, that Hugo Chávez has uttered against all American nations. It is the same man who has insulted and offended repeatedly, the dignity of individuals and nations who do not profess to his crazy doctrine.

So on what moral grounds, do world leaders want to force us to restore a man who has every merit to get himself sued, convicted and imprisoned? Just give us the time to gather all the evidence that shows the kind of criminal he is. Should we feel able to initiate criminal proceedings against those who use political power to commit crimes? If so, what is moral and principles that govern, guide the actions of American States ?.... (Continental America)

Unfortunately, decency is not outrageous. I am an eyewitness and a strong testimony of what really happened in my homeland. I am part of that one million citizens who have lived and suffered at the hands of a blind, despotic government. I swear by my children and my country that this letter is not an order or an official duty. It is the spontaneous cry of someone who wants to set a precedent on the intellectual truth. I dont even know if it will be disclosed or read by someone, but the important thing is that this letter will be sent to all media nationally and internationally BECAUSE IT IS important to consider the version of an ordinary citizen who writes exclusively motivated by the desire for truth motivated by the abuses tha come from a bunch of lies.

The Hondurans will go to elections in November 2009, and we will have the opportunity to elect a president who has moral and professional credentials to make a turn for hope to a country that is now obscured by poverty, lawlessness and confusion .

I Invite reporters from around the world to come to my home and see the visible results of a wicked and perverse government. Come see what you did with my Zelaya homeland, come and see the collapse of the road, the ruins of the hospital, external debt, the collapse of education, fiscal looting, the failure of agriculture and business recession. Come see for yourself all the damage that one man can cause millions and then draw their own conclusions.

Then tell me whether the Hondurans have reasons and motives for acting (Two branches of government against one, powered by the mayority and supported by the military).

We have never believed in the weapons of despotism or in the direct aggression, but when the world is showing signs of not wanting to risk even a hair on the defense of our sovereignty, we have no choice but to grab our clubs and our brooms to tell the Army Hondureño they are not alone and that defending our sovereignty and our land. We are all soldiers!

  1. When reviewing publications of movements of Zelaya Supporters, it is mportant to remember that a minority by no means is left unharmed. They are indeed risking their lives for their beliefs. It is IMPORTANT to aks for Michelleti and ZELAYA RETURN TO THE NEGOTIATION TABLE ASAP.

  2. Yes...Don Cesar writes with dignity, passion and truth. As far as others...it is a lament that many share I think, over how the international community initially responded and is now doing a bit of 'backpeddling' in particular with regard to the response of the U.S. It seems that the U.S. responded more to an old circumstance - not even Honduran - a fear of not supporting Democracy - given their role in Latin America in past 100 years' history, it was a fear rooted in old cycles; rather than take a fresh analysis of the current circumstances of Honduras and Hondurans' support for the detail and balance of power in their Democratic Constitution. I would have wished for, rather a response that was immediately apparent to Honduras that the int;l community was offering an intense and in-depth analysis of Constitutional Law, to support the objective and complete situation. Instead it appears more of an initial, or knee-jerk reaction based on old wounds of bonafide military coups of the past in the region.

    Enough now of the political tactics circling the negotiation table...it is the time to sit down both sides - in good faith - and stabilize the new process of reviewing this San Jose Accord in the bright light of current understanding of the situation. In so doing, they will grasp a rare opportunity to take their country to the next level of evolution in tehir history of Democracy and also teach the rest of the world a lesson worth learning.
